'They Don't Just Tag—They Kill': NTF-ELCAC Denounces NPA's Arrogant Spy-Tagging Execution, Challenges CHR to Act

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) strongly condemns the brazen and arrogant admission by the New People's Army (NPA) that it carried out the killing of another civilian it accused of being a government intelligence asset in Calatrava, Negros Occidental.

The statement released by the NPA is more than a mere claim of responsibility. It is a chilling confession. It is a public declaration that the Communist Terrorist Group (CTG) continues to arrogate unto itself the power to investigate, prosecute, judge, sentence, and execute Filipino citizens outside the bounds of law, due process, and human rights.

The victim was identified as Momarlito Alingasa, whom the group publicly accused of being a police and military intelligence asset before claiming responsibility for his killing.

The incident once again highlights the deadly practice of spy-tagging—the branding of individuals as government informants, intelligence assets, or military collaborators and subsequently targeting them for execution. This phenomenon has become particularly alarming in Negros Island, which has emerged as the country's epicenter of such killings.

Based on documented monitoring of NPA-initiated murders of civilians from 2021 to May 2026, 51 of 59 recorded spy-tagging killings nationwide occurred in the Negros Island Region, including 41 in Negros Occidental and 10 in Negros Oriental. In the period from January 2025 to May 2026 alone, 49 victims were recorded in Negros, underscoring the province's grim distinction as the most dangerous area in the country for individuals accused by communist armed groups of being informants or government collaborators.

These figures reveal a disturbing and persistent pattern in which mere allegations become death sentences carried out without due process, evidence, or judicial scrutiny.

What makes this case even more disturbing is the NPA's open reliance on the label of "intel asset" to justify the killing.

For years, the CTG and its legal front organizations have denounced what they call "red-tagging." Yet here they are, engaging in the most dangerous and lethal form of labeling imaginable. They do not merely tag.

They kill.

This is the true nature of spy-tagging.

And in the history of the communist insurgency, spy-tagging has repeatedly served as a death sentence against ordinary civilians.

The NPA statement contains numerous allegations against the victim. Yet nowhere does it present evidence. Nowhere does it identify witnesses. Nowhere does it demonstrate adherence to any recognized standard of justice. Instead, it invokes the so-called "people's court," a self-appointed mechanism that has no legal authority under Philippine law and whose verdicts are enforced at gunpoint.

No armed group has the right to become investigator, prosecutor, judge, jury, and executioner.

No ideology can confer that authority.

No revolutionary rhetoric can sanitize murder.

The arrogance of this statement is breathtaking. Rather than hide the killing, the NPA proudly advertises it. Rather than express remorse, it celebrates the act as "justice." Rather than respect human rights, it openly boasts of a parallel system that extinguishes lives based on accusations that remain untested and unverified.

This is precisely why the Filipino people must never forget the true nature of communist armed violence. Behind the slogans of liberation and social justice lies a movement that continues to believe it possesses the authority to decide who deserves to live and who deserves to die.

We therefore call on the Commission on Human Rights (CHR) to once again take a firm and unequivocal stand on this matter.

If allegations of human rights violations deserve investigation when committed by state actors, then consistency demands equal scrutiny when an armed communist group publicly admits to carrying out an execution.

The CHR must not allow ideological considerations to create a double standard in the protection of human life.

Silence in the face of an admitted killing risks sending the dangerous message that some victims matter less than others.

Human rights are universal or they are meaningless.

The NTF-ELCAC likewise urges civil society organizations, religious leaders, academic institutions, and all defenders of human dignity to reject this culture of ideological violence. No grievance, no political objective, and no revolutionary fantasy can justify the taking of human life through self-appointed courts and armed coercion.

This latest incident once again demonstrates the enduring relevance of our national campaign against communist terrorism. The issue has never been about political beliefs. It has always been about the use of violence, intimidation, and murder to impose those beliefs upon others.

The Filipino people deserve justice under the Constitution, not the barrel of a gun.

They deserve courts governed by law, not by revolutionary decrees.

And above all, they deserve a future where no Filipino is marked for death simply because an armed group chooses to label him a spy.
