The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) strongly endorses Senator Ronald “Bato” Dela Rosa’s Terror Grooming and Radicalization Prevention Act (SBN 1366).

Terrorism’s first victims are the vulnerable: our youth, indigenous communities, farmers, and families who are targeted, groomed, and exploited by terrorists seeking to turn them against their own futures. This bill is a critical shield against this injustice.

We stand with this legislation because it protects Filipinos from radicalization traps; empowers communities to reject terrorist manipulation; saves lives by disrupting recruitment of the innocent; and heals victims through justice and rehabilitation.

This is urgent. Every day without this law, terrorists prey on our people’s hardships to fuel violence. This bill defends vulnerable Filipinos without silencing legitimate voices. It safeguards dreams, not destroys them.

We commend Senator Dela Rosa’s leadership and call on all peace-loving Filipinos and lawmakers to support this bill. Stand for protection. Stand for peace.

With this bill, we can build peace better. Where every child is safe to dream, and every community thrives without terror.

Undersecretary Ernesto C. Torres Jr.
