NTF-ELCAC Reaffirms Rule of Law in the Arrest of Serrano and Pasion

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) commends the Philippine Army, the Philippine National Police (PNP), and the Bureau of Immigration (BI) for their successful joint operation in Cabuyao City, Laguna, which led to the arrest of alleged New People’s Army (NPA) member Binay Serrano alias Samay and the apprehension of American citizen Cristina Pasion.

This operation highlights the continuing challenge posed by groups and networks that draw foreign nationals into activities that may place them in violation of Philippine laws. Foreign nationals who enter the Philippines are expected to respect and comply with the country’s legal framework, including immigration rules and prohibitions against involvement in unlawful political or armed activities.

The presence of Ms. Pasion alongside a wanted NPA personality, together with reports of her previous association with armed encounters in Mindoro, raises legitimate immigration and national security concerns. At the same time, NTF-ELCAC underscores that these allegations remain subject to due process, investigation, and appropriate legal proceedings. The Bureau of Immigration and other concerned agencies are tasked to determine the proper course of action, including deportation proceedings or other sanctions, in accordance with the law.

Evidence recovered from previous encounters—including handwritten notes and field reports—suggests possible involvement in activities linked to armed groups. These materials will be carefully examined and subjected to legal scrutiny to ensure that any action taken is based on verified facts and due process.

This case also draws attention to the broader issue of deceptive recruitment of foreign nationals through the so-called “exposure missions” or “solidarity tours.” Such activities, while often presented as humanitarian or advocacy work, can place participants at serious legal and personal risk when they cross into involvement with armed groups. The government continues to strengthen cooperation with international partners to monitor and prevent these recruitment pipelines.

NTF-ELCAC calls on overseas Filipino communities, international student organizations, and solidarity networks to remain vigilant against deceptive recruitment efforts. Well-meaning individuals must be protected from being drawn into activities that may compromise their safety or violate Philippine laws.

The Task Force reaffirms its commitment to uphold the rule of law, safeguard Philippine sovereignty, and protect both Filipinos and foreign nationals from exploitation by groups engaged in armed violence. Our approach remains firm: zero tolerance for terrorism, full respect for due process, and resolute defense of the Filipino people.
