Dela Rosa’s Senate Bill 1366 hailed as “shield” for youth, poor, and vulnerable
The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) has raised the alarm on the silent war for Filipino minds, throwing its full support behind Senate Bill No. 1366, the Terror Grooming and Radicalization Prevention Act filed by Senator Ronald “Bato” Dela Rosa.
The task force described the bill as a powerful defense against the most dangerous weapon of terrorists: grooming the vulnerable into betraying their future.
“Terrorism’s first victims are the vulnerable. This bill protects Filipinos from radicalization traps, empowers communities to reject manipulation, and saves lives by disrupting terrorist recruitment,” said NTF-ELCAC Executive Director Undersecretary Ernesto C. Torres Jr.
NTF-ELCAC warned that young Filipinos, indigenous peoples, farmers, and marginalized families remain the top targets of terrorists who exploit poverty, anger, and injustice to fuel their ranks.
The proposed law aims to slam the door on terrorist recruiters, providing early safeguards and community-based protection while ensuring justice and rehabilitation for those victimized by extremist deception.
“Every day without this law, terrorists prey on our people’s hardships to fuel violence. This bill defends vulnerable Filipinos without silencing legitimate voices. It safeguards dreams, not destroys them,” Torres stressed.
The task force commended Senator Dela Rosa for pushing the measure and urged lawmakers and the public to rally behind it.
“Stand for protection. Stand for peace. With this bill, we can build peace better—where every child is safe to dream, and every community thrives without terror,” Torres declared.
If passed, the law will mark a major step in shutting down radicalization pipelines, striking at the heart of both homegrown Islamist extremism and the globally condemned communist terrorist movement.
