NTF-ELCAC Honored by National Security Council for Key Contributions to Advancing Philippine Security Agenda

December 12, 2025 The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) was formally recognized by the National Security Council (NSC) for its significant contributions to the country’s security and development priorities during the National Security Summit 2025, held on December 12 at the Ricarte Hall, Philippine Army Officers Club House, Fort Bonifacio, Taguig City.
Receiving the Plaque of Appreciation on behalf of Undersecretary Ernesto C. Torres Jr., Executive Director of the National Secretariat, NTF-ELCAC, were Director for Planning and Production Alexander S. Umpar and NTF-ELCAC Chief of Staff, Director Jeriko Roman P. Sasing. The award highlights the Task Force’s vital role in the formulation and implementation of the National Security Policy (NSP) 2023–2028 and the National Security Strategy (NSS) 2024, key frameworks that guide the country’s strategic security direction. This recognition reflects NTF-ELCAC’s ongoing dedication to promoting national security through coordinated programs that address the root causes of insurgency and foster community development.
The awarding ceremony was led by National Security Adviser Eduardo Año and NSC Deputy Director General Benjamin Madrigal Jr., who acknowledged NTF-ELCAC’s enduring contributions to sustaining peace and addressing emerging national security challenges. The NSC also commended NTF-ELCAC for its steadfast commitment to the whole-of-nation approach, emphasizing the Task Force’s continued efforts to strengthen interagency cooperation and community engagement in pursuit of unity, peace, and inclusive development across the nation.
Moving forward, NTF-ELCAC remains steadfast in its commitment to working closely with partner agencies, local governments, and communities nationwide to safeguard peacebuilding gains and implement programs that address the root causes of insurgency and local conflict. Aligned with this year’s theme, “Advancing Strategic Synergy to Achieve National Security,” the 2025 summit convened a diverse group of stakeholders from government agencies, civil society organizations, and the security sector. Throughout the year, NTF-ELCAC actively participated in the NSC’s series of interagency workshops aimed at enhancing collaboration and strengthening the implementation of the NSS and the nation’s overarching security objectives.
