NTF-ELCAC Hails DICT’s “Balik Loob” Program as a Catalyst for Peace and Digital Transformation in Mindoro

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) expresses its full support and commendation for the Department of Information and Communications Technology (DICT) following the successful launch of the "Balik Loob: Reintegrasyong Digital Program" in the provinces of Occidental and Oriental Mindoro.
This groundbreaking initiative, which piloted across five barangays including Barangay Sigange, Bongabong, Oriental Mindoro, represents a pivotal shift in how the Philippine government facilitates the return of former rebels to mainstream society. By bridging the digital divide, the "Balik Loob" program provides surrenderees with essential digital literacy and ICT skills, transforming them from victims of failed ideologies into productive digital citizens equipped for the modern economy.
By empowering former rebels through connectivity, the NTF-ELCAC underscores that the path to a permanent end of local communist armed conflict is paved with genuine opportunity and inclusive development. The commitment of DICT Secretary Henry R. Aguda to bolster ICT infrastructure and lower internet costs in the MIMAROPA region is a strategic victory for peace.
