Building Peace Better - A Whole-of-Nation Commitment to End Terrorism andArmed Conflict

“At sa wakas, wala na ring nalalabing grupong gerilya sa bansa. Titiyakin ng pamahalaan na wala nang mabubuo muli.”


Following the pronouncement of the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) Chairman President Ferdinand R. Marcos, Jr. regarding the neutralization of all guerilla fronts in his State of the Nation Address, government agencies expressed their commitment to the realization of the National Action Plan on Unity Peace and Development during the National Cluster Implementation Plan Presentation on July 31, 2025 at Richmonde Hotel, Quezon City.


National Clusters of the NTF-ELCAC each presented their implementation plan, deliberately formulated through series of consultations and workshops. The National Action Plan on Unity, Peace, and Development (NAP-UPD) serves as the roadmap to which clusters anchored their implementation plan, calibrating the strategic direction of the NTF-ELCAC, capitalizing on the gains of the success of the whole-of-nation campaign against the communist terrorist group.


The implementation plan of each cluster contained their priority initiatives and projects which gives life to the NAP-UPD, the entirety of NTF-ELCAC’s medium term plan for 2025-2028. Each cluster’s implementation plan forms part of the three pillars of the NAPUPD, namely, Unity, Peace, and Development. Containing set milestones which will address the armed conflict, this will serve as guidance of each cluster to measure the success of the campaign.


“Let this Implementation Plan stand as both compass and commitment, a guiding document that aligns our actions and a bold affirmation that peace is possible when unity drives the nation forward. Let this be our turning point from reactive response to strategic transformation. From fragmented efforts to institutional coherence. From cycles of marginalization to sustainable peace rooted in justice and inclusive growth. Let us move ahead with resolve, with compassion, and with an unyielding faith in our shared future.” Undersecretary Ernesto C. Torres, Jr. said.


Representing the National Security Adviser, Deputy Director General Benjamin R. Madrigal Jr. of the National Security Council guaranteed strengthened support to the campaign of the NTF-ELCAC.


“Rest assured that our national security adviser will continue to champion this cause at the highest levels, ensuring synergy among agencies, removing barriers to implementation, and securing the resources you need. Let us remain vigilant, adaptable, and always guided by our unwavering commitment to serve the Filipino people.” DDG Madrigal said, quoting Sec Eduardo M Año.


“Let our success be measured not just by reports and statistics, but by the smiles of children who can now walk safely to school, by farmers who can till their land in peace, and by communities that can dream again without fear. Together, let us prove that lasting peace and inclusive development are not just ideals. They are our promise, our duty, and our legacy.” DDG Madrigal added.
